AQAP Analyzes Nice Attack in Second Issue of "Inspire Guide"

Al-Qaeda in the Arabian Peninsula (AQAP) analyzed the deadly vehicular attack in Nice, France, in the second issue of its "Inspire Guide," exploring it from multiple angles, including the location, the time, and the weapons used. The 4-page Arabic and English document was posted on Telegram and Twitter on July 21, 2016. The first issue in the "Inspire Guide" series looked into the Orlando nightclub shooting by Omar Mateen and gave advice to lone-wolves for future operations based on its findings. In the introduction to his analysis, the author justified the attack on the basis of France's actions and interventions against Muslims in Afghanistan, Africa, and elsewhere, and wrote about the operation:

Recently France has witness a bold and courageous Inghimaasi (plunging deep into enemy lines) operation from one of the heroes of Lone Jihad and in one of the most important cities in France, Nice. The operation instilled fear in France and in the entire European continent. Bearing with it a message, indications and consequences that we must evaluate, ponder the idea, method and means of the operation for the Lone Mujahid so as to enable him to repeat, and inspire him to be creative in using any possible means available to execute a Jihadi operation that will crush the enemy.

In the analysis portion, he noted that the attacker, Mohamed Lahouaiej-Bouhlel, or "Muhammad Al-Huwayj," as he wrote it, took the enemy by surprise, carefully chose a target to ensure maximum casualties, and selected a day on which many people would be in the streets. He also praised Lahouaiej, stating that he executed the plan in "its totality and perfection". Regarding the selection of a truck as the primary weapon, the guide's author wrote:

At a time when the security agencies focus on tracking primary materials in designing explosives. Focusing their precautionary measures and plans on the expected type of means used in previous operations, then came the Mujahid Muhammad with a new weapon, a weapon originally used by civilians. This enabled him not to attract any attention when acquiring it, moving with it or even during execution. And among the important things in selecting the type of weapon for this operation is its simplicity, easy to use and Investing it during execution.
