“Vilayat Dagestan,” one of the branches of the Islamic Emirate of the Caucasus (IEC), issued a statement regarding the April 15, 2013, Boston bombings and the speculation in the American media that one of the suspects, Tamerlan Tsarnaev, is affiliated with the group. In the Russian-language message posted on its website on April 21, Vilayat Dagestan’s leadership implied that it has no connection to the bombings, saying that it’s fighting Russia, not the US, and that IEC leader Doku Umarov prohibited strikes on civilian targets. However, it didn’t explicitly deny meeting Tamerlan. Further, the group called upon the American media to stop promoting “Russian propaganda,” and stated: “If the government of the United States of America is really interested in discovering the true organizers of the explosions in Boston, without being complicit in a Russian show, they should focus on the involvement of the Russian special services in the event.”

After the events in Boston (USA), the media reported that one of the Tsarnaev brothers went to Dagestan for 6 months in 2012. On this basis, there is speculation that it is possible that he could be affiliated with the mujahideen of the Caucasus Emirate, in particular, the mujahideen of Dagestan.
In this regard, the command of Vilayat Dagestan indicates that the mujahideen of the Caucasus are not fighting against the United States of America. We are at war with Russia, which is not only responsible for the occupation of the Caucasus, but also for heinous crimes against Muslims.
In addition, we would like to remind of the fact that even in regard to the enemy Russia, with whom the Caucasus Emirate is fighting, by the order Doku Umarov, the Emir of the Caucasus, it is prohibited to carry out strikes on civilian targets.
