Despite overtures by al-Qaeda leadership that liberating Palestine is a duty incumbent upon every Muslim, al-Qaeda itself does not demonstrate an active presence inside Israel. Jihadists frequently address this issue, stimulating discussion amongst jihadist forum members by questioning when al-Qaeda will launch strikes within Israel, and speculating why it has not yet risen to this task. Such questions were asked directly of Zawahiri, whereas he chose as representative one that is overtly critical of al-Qaeda and its tactics:
